An alternative model of accountability for MATs

Re-engineering the model of MAT governance

Multi Academy Trusts (MATs) are established as charitable trusts, with a governance model defined by their articles of association and funding agreements with the Secretary of State for Education. The Board of Directors / Trustees is accountable to a small number of Members who typically and initially may be the signatories to the Memorandum of Association of the Trust. Direct accountability to those who use and fund the service (parents and taxpayers) is limited and opaque, and arguably does not befit a public service. This short paper considers adopting and modifying the governance model adopted by NHS Foundation Trusts: the Public Benefit Corporation, where the flow of accountability has been redirected from the Secretary of State to the wider base of community Members.
